First, you must understand about character status, read here :

Now, for a while every cleric claimed the best build was 20 PER and the rest SPI, with optional CON. Why? Because INT, what you would normally think of as a good stat, actually does little in the way of raising your magic attack. STR also is dubbed "useless" by the community. Most players salivate at the prospect of 100% chance of critically healing, which will allow you to heal for 1.5x your magic attack. On the flip side, if the player puts a lot of INT instead of SPI, the cleric would only get maybe 300 more HP healed than the usual 3500.
However! In actuality, SPI isn't for everyone. The only heal skill which visibly crits a decent amount is Speed Healing, a Specialty Skill for Light Clerics. Though other heals can also crit, they do not do so often enough to be depended on. Not to mention the glorious 100% critical heal rate is only found near the endgame level, 150. Also, Damage over Time skills only critically hit on the first hit, making high crit rates useless for a Dark Cleric.
So, what's up with me calling this section the "Big Debate"?
Try asking about stats in Cleric Class Chat. The following exchange will occur:
"You should put some PER, a lot of SPI, and optional CON."
"SPI isn't all that great, you should go CON and some INT."
"INT is useless. That guy is dumb."
"No, SPI doesn't work with a level 60 cap. That guy is an idiot."
"DON'T PUT INT!"
"DON'T PUT SPI!"
"OMG U NUB DUN U KNO INT IS USELESS"
"STFU NO STAT IS USELESS!!!"
And then begins the free entertainment!
So yes, despite this game being in the second week of Open Beta, everyone is very confident in their own build and believe it is the best. Using my advanced powers of deduction, this leads me to the conclusion that your build does not make or break the game for you.
Some players go for INT, some go for SPI. All of them are pretty happy and kick butt as clerics. As such, you should choose stats according to your preferences. While pretty much everyone agrees that having about 0 to 20 PER (depending on if you're full support OR don't mind missing a few times) and some CON (or a lot of CON) is decent, the usefulness of INT and SPI depends on what skills you want to use in the future.
When should you pick SPI?
When you...
- are a Light Cleric planning to use Speed Healing (a rather costly but quick heal skill).
- are a Dark Cleric focusing on Burning Soul and other instant magic attacks.
- want to increase your magic dodge rate.
SPI also raises the dodge rate of magic, though a large amount of SPI seems needed to show results.
When should you pick INT?
When you...
- like having more MP than usual.
- would rather have slightly stronger skills and more MP for skills rather than relying on critical hits.
For Dark Clerics, INT may be useful for DoT builds because of the high MP cost of DoTs.
One of the battle strategies for using DoT is hitting a group of mobs with two types of DoT and tanking them while self-healing until the DoT causes death. This requires both good management of MP and the ability to not die while mobbing; as such, either INT or CON may work well.
Do I need to pick either of them?
Of course not! You're free to pick any stats you want. Actually, the most important factors for your battle ability seem to be your natural stats from leveling and the power of your equips. The bonus stats can only help you, unless you put them into STR or DEX. In my personal opinion, a battle cleric in this game is inefficient and not very capable because unlike in other games, clerics get no STR/DEX as they level and get no physical attack power from their equipment. You could pour your stats into DEX, but it will never be as high as melee classes'. So, forget about melee cleric.
Important Factors of being Cleric :
Simple, high survivability, high power, high MP pool and you will be just fine.
